(1) Dalam hal diperlukan, DPRD dapat membentuk alat kelengkapan lain berupa panitia khusus.
(2) Panitia khusus merupakan alat kelengkapan DPRD yang bersifat tidak tetap.
(3) Panitia khusus dibentuk dalam rapat paripurna DPRD atas usul anggota setelah mendengar pertimbangan Badan Musyawarah.
(4) Pembentukan panitia khusus ditetapkan dengan keputusan DPRD.
(5) Jumlah anggota panitia khusus ditetapkan dengan mempertimbangkan jumlah anggota setiap komisi yang terkait dan disesuaikan dengan program/kegiatan serta kemampuan anggaran DPRD.
(6) Anggota panitia khusus, terdiri atas anggota komisi terkait yang diusulkan oleh masing-masing fraksi.
(7) Ketua dan wakil ketua panitia khusus dipilih dari dan oleh anggota panitia khusus.
(8) Panitia khusus dalam melaksanakan tugasnya dibantu oleh sekretariat DPRD.
